CBS did a series called The Amazing Spider-Man (TV series) in 1977-1979 only lasted couple of years. Also CBS from 1978 to 1982 produces The Incredible Hulk with Bill Bixby and Lou Ferrigno which was very popular.

Other than the animated series from Marvel I think it is the first TV related action series from Marvel Entertainment.
